Fully Funded Scholarships for Pakistani Students After 12th (FSc / Intermediate)
If you have just finished FSc, ICS, or A-Levels, skip the postgraduate-only awards and start with the ones that take undergraduates: the Saudi Government Scholarships, Türkiye Bursları, MEXT, the Chinese Government Scholarship, KAIST, Yale, Lester B. Pearson, Stipendium Hungaricum, and, for women, the Simmons Kotzen Scholarships. You will need strong marks in your intermediate results, and a few of these set their own entrance tests: MEXT holds a written screening at the embassy, and KAIST reviews applications directly.
How to Apply for These Scholarships from Pakistan
Pakistani applicants use three routes, and picking the wrong one is the fastest way to waste a good application.
Through HEC. The Higher Education Commission handles nominations for scholarships that give Pakistan a country quota. Stipendium Hungaricum, the Commonwealth Scholarship, and several bilateral government scholarships run through HEC’s Learning Opportunities Abroad portal. For these, HEC’s deadline matters more than the host country’s, and it usually comes first.
Through USEFP or an embassy. Fulbright applications from Pakistan go through the United States Educational Foundation in Pakistan, which runs one of the largest Fulbright programs anywhere, and note that USEFP requires the GRE for Fulbright, so plan your test date early. MEXT applications go through the Embassy of Japan in Islamabad or the consulate in Karachi, including a written screening test.
Directly to the scholarship or university. Chevening applications go through the central Chevening website. Türkiye Bursları has its own portal. University awards like Yale, Stanford, ETH Zurich, Gates Cambridge, and Lester B. Pearson consider you when you apply for admission. Nothing about these routes is Pakistan-specific, but your documents still are attested transcripts and degrees take time, so start with HEC attestation early.
Do Pakistani Students Need IELTS?
For most of these scholarships, yes, but not all. Türkiye Bursları does not require IELTS, and the Chinese Government Scholarship usually accepts an English-proficiency certificate from your university for English-taught programs. Chevening dropped its separate English test years ago. For the rest, especially the USA, UK, and Australia, expect to sit IELTS or TOEFL, and for Fulbright add the GRE. Each university sets its own waiver rules, so check before you book a test, but in Pakistan’s case, plan for the test rather than around it. Dates in Lahore, Karachi, and Islamabad fill up fast in application season.
Frequently Asked Questions
Which scholarship is easiest for Pakistani students to get?
None are easy, but the ones with large Pakistan allocations give you better odds than global open pools: Stipendium Hungaricum, Türkiye Bursları, the Chinese Government Scholarship, and the Saudi Government Scholarships all take significant numbers of Pakistani students each year.
Can I get a fully funded scholarship after FSc?
Yes. Saudi, Türkiye, MEXT, CSC, KAIST, Stipendium Hungaricum, Yale, and Lester B. Pearson all fund undergraduates. See the after-FSc section above for where to start.
Is there any scholarship without IELTS for Pakistani students?
Türkiye Bursları does not require it, and CSC often accepts an English-proficiency letter for English-taught programs. Most others require IELTS or TOEFL, so treat a test as part of the plan.
How much CGPA do I need?
Most of these expect at least a strong Second Division or 3.0 CGPA, and the competitive ones (Fulbright, Gates Cambridge, Chevening) shortlist well above that. If your CGPA is lower, lean on work experience and a strong statement, and target the larger-quota government scholarships.
Can I apply for more than one at the same time?
Yes, and you should. HEC nominations, USEFP, and direct applications run independently. If you get more than one offer, you choose.
