The Azerbaijan Government Scholarship 2026-2027 is a fully funded scholarship for international students who want to pursue undergraduate, master’s, or PhD studies. This scholarship covers the tuition fee, an international flight, a monthly stipend of 800 AZN, medical insurance, and visa and registration costs.
The Educational Grant Program for Citizens of the Member Countries of the Organization for Islamic Cooperation and the Educational Grant Program for Citizens of the Member Countries of the Non-Aligned Movement were approved by orders of the President of the Republic of Azerbaijan.
These programs provide an opportunity for 40 selected candidates annually to study at the leading universities of Azerbaijan in preparatory courses or undergraduate, graduate (master’s), doctoral, general medicine, or residency programs.

Scholarship Coverage
The Azerbaijan Government Scholarship will provide the recipient with the following benefits:
- TUITION FEES:
Tuition fees and language preparatory courses (in accordance with the language of instruction) for the study period at the undergraduate, graduate, general medicine, medical residency, and doctoral levels. - INTERNATIONAL FLIGHTS:
An international economy class flight ticket to Baku, Azerbaijan (from the country of origin)
and from Azerbaijan (to the country of origin, respectively) once a year. - MONTHLY ALLOWANCE:
Monthly allowance of 800 AZN (470 USD)* for accommodation, daily expenses, educational
materials (10 months each year, except July and August). - MEDICAL INSURANCE:
Yearly allowance of 200 AZN (117 USD)* for medical care and medication during the study period in the Republic of Azerbaijan.
Eligibility Criteria for the Azerbaijan Government Scholarship
To qualify for the Azerbaijan Government Scholarship, you must fulfil the following requirements:

- For undergraduate and general medicine programs – citizens younger than 35
- For graduate and residency programs – citizens younger than 40
- For doctoral programs – citizens younger than 45
How to Apply for the Azerbaijan Government Scholarship?
For official nomination by the respective state entities/government authorities (Ministries,
Embassies, etc.), the applicants must submit the following required documents to the relevant
authorities for the first stage of the application process.
(1) Complete the application form from here.
(2) Attach the required documents:
- Diplomas or transcripts from prior high school or university studies.
- Copy of Passport
- Document on general health status (including HIV/AIDS and hepatitis B and C tests)
- CV or Resume
- Motivation Letter
- Proficiency in the language of study:
- Applicants willing to study in English are required to have the following scores:
- For undergraduate programs, a minimum IELTS score of 5 (TOEFL 40);
- For postgraduate programs, a minimum IELTS score of 5.5 (TOEFL 50);
- The language of instruction in the previous education must be English.
- Applicants willing to study in Russian – proof of language proficiency or the language of study of the previous education must be in Russian.
- Applicants willing to study in Turkish – proof of language proficiency or the language of study of the previous education must be in Turkish.
- Applicants willing to study in Azerbaijani – proof of English, Russian or Turkish language or the language of study of the previous education must be English, Russian, or
Turkish.
(3) The documents must be officially submitted by the respective state entities of your country (ministries, embassies, etc.) to any embassy or the Ministry of Foreign Affairs of the Republic of Azerbaijan.
